Ed, the simplest way is to paint right on top of that light with a simple brush, very small, on a new layer set to Multiply Blending mode.

You need to fit the lashes to her eyelid so you'll have to do a bit more than just darken the line. You'll have to remove on the ends and then bring in the texture of the lashes through the lines.
