My honest guess, some commissioner or committee official promised their kid a chance at shooting some athletes for their future portfolio.  

On the bright side, with the right photoshop touch ups, those same images could sell wheaties and subway sandwiches!

What is pleasing to the eye need NOT be explained. As a portrait photographer, my mantra is, “The camera sees both ways”. How I relate to the people in front of my camera shows up in the result. This photographer not only was ill-advised to shoot the way he did, he totally lacks in people skills. What a shame as these athletes all had a story to tell that wasn’t told. What a waste.
