I'm a assuming it's an artistic choice. I have no idea what it's called, but I've seen a few photos like this before.

Exactly! I tried an artwork more like a painting than a photograph. Do you think it is successful in here?

To be honest, I haven’t seen enough photos in this style, nor have I done the research, to fully understand what is good or bad.
Personally, the ones I’ve liked tend to have more color (sunset) without a clear subject, which makes it more abstract.
So the only thing I’d be able to say is “I’d like to see more color”.
That being said, I could be totally wrong.

I think it's quite a nice shot to me, 3 stars is okay for me. But with same technique, when the city lights and cargoship's lights are turned on, it will give much more emotion in there. But for this shot, i love the orange on the left side with third composition. Keep doing it till you master it man! It will be rock i believe!

Jordan McChesney I think it's called "motion blur", just did analogue way, not in post (slow shutter speed - panning vertically during a shot).

I've seen tim laman a photographer for nat geo did something like this image in the jungle and it looks pretty.

It is a cargo ship in the middle of the sea shot in Istanbul. I tried to create a shot here that looks like paintings by using a slow shutter speed. The reason that I have chosen to upload this picture is that I am not sure if it is successful or not. I guess your comment clarify this point to me now :)
