help me out here

Background...
I find it interesting rating photo's Using the FStoppers rating system. But one thing I try to keep in mind is what experience do I have in that area. When it comes to Portraits, unless I really really love it, generally i won't rate it, I'll pass and choose another photo. Why? I've seen some photo's that I'm not really into get rated really well, and then others that I think are quite 'solid' get a majority of 'needs work'. Since I don't excel as a portrait photographer who am I to rate it? But even more than that if you rate it as 'needs work' without commenting on it, how does the user improve?

So here's my dilemma, I put up this photo in my portfolio of a panning image of a World Time Attack Car going through Turn 1 at Sydney Motorsport Park at over 130mph or 200Km/h, just before sunset into the Sun. The event organisers love this photo as does the car owner and a significant group of my motorsport followers on other networks. I personally love it. However someone rated it as needs work, so I'm scratching my head reaching out - if it does need work, what would you do to make it a 'solid' or better in your portfolio?
