The bird is a cormorant [colloquially known as a 'shag' :-)], not a heron.
They will sit like that for ages while they dry out after a fishing trip. In the land of Ozz you will hear a phrase describing something that sticks out as being 'like a shag on a rock'; it is (to my knowledge) a reference to being like cormorant doing just what has been photographed.
