It's the pipeline tunnel, a concrete structure which is a part of the Monument to the Negev Brigade in Beer Sheba, Israel.
The whole monument is designed in so called "land art" style and is very unique.
In fact the sculptor, Dani Karavan, is renown for that kind of style and has designed several other parks and monuments across Israel.
