This is better than "needs work" at least "solid" plus.
I would say it could benefit from a boost in contrast, and so in my opinion it needs work.
Haha so, if it needs even the smallest adjustment it "needs work".
That logic leaves no room between 2 and 5.

If it were somehow possible I'd eliminate the reds. With that said, it's sharp where it needs to be, has a nice night sky and is overall an interesting concept.
