It's a good shot. I like the movement of wheel and the feeling of speed it gives. With a better crop (the car is almost out of frame now) maybe an even faster shutter speed without loosing the motion and a little more of an edit, this could be a 3 star image.

I’ve always felt that a subject needs a place to go, unfortunately yours is about to run out of room...
Placing the vehicle on the right would provide this needed space. Or simply inthe middle as well.

Nailed the panning shot! Agree with the other comments, framing could be improved. I also notice dust spots, likely this was shot at a very small aperture to enable a slower shutter speed. Luckily these can easily be cleaned up in post.
