I recently moved into a small historic village outside of the city, this old mill sites on the river and I waited all year for the sun to begin to rise at this angle. This shot was taken at 6am, from an overlooking bridge, with morning traffic wizzing by just feet behind me.
Image is a 3 shot composition to get as much DR out of that sky as possible, the others exposed the Mill and forest and a 3rd exposure to soften the water.
