I say go for it. I don't know of any tutorials but it shouldn't be that hard. Duplicate the layer, add a mask to the top layer. Transform the copied layer, rotated it around, drop the opacity of the main layer to lineup the reflection with the top layer(doesn't have to be perfect). Us a brush on the mask in layer one to fether it out and make the bottom layer appear to resemble the water. I think the key will be to play with different brush opacities to make it fade naturally into the pavement. Those notes are all over the place. Sorry. Hope it helps. :)
