So for me setting rates was a difficult process, I didn't know what to charge the client, so, in the beginning, I just made a random number up in my head.
There is a lack of resources out there for retouchers, it is not easy to find out what to charge the potential clients.
A few years ago, I asked a few working retouchers what they quoted to their clients and their replies were very mixed. So after researching and taking into consideration my skill set at the time, I figured out what I should quote clients.
So I wanted to share what I send clients.
Here is what I send clients:

UK £30 - £150 an hour - US $50 - $300 per hour
(This will depend on the photos and the time needed to work on them.)
Being on the Photoshoot (UK £350 - £750 for each day / US $530 - $1140)
If you would like to have me on set this may change depending on where the photo - shoot is and how long we will be shooting for. We can talk about location, when & where etc.
High End Inside Photo / Cover (UK £300 - £1000 / US $450 - $1500)
This is for magazines, commercial photographers, and studios.

So I send this to clients, so they have an idea to how much it is going to cost them. You can change the amount depending on your skill level, for a Junior retoucher, I would charge £25 - $37 per hour this is probably the lowest I think you should be charging. As you gain more experience I would up your price and depending on what images you are working on also. Like for Beauty I would charge more than an Editorial photo.
