in my humble opinion - (1) the frame needs some breathing space at left and right. (2) Building could be sharper (3) Some interest in the sky (3) There is no base to the buildings. it feels cut of and hence incomplete. (4) there is no interest or storyline. it could be focal point or composition or visual movement or many such.
