Does this image catch your eye?

Here is a photo I took recently of a friend of mine. Still working on retouching, but wanted to know if this photo is compelling or just a snapshot. If you think it is just snapshot, please explain why and vice versa.

To me this looks more like a snapshot, then a posed portrait.
The jacket is half off, this could work, if it was not a winter coat, and still zipped half way.
She is still way to green in the face.
Maybe if you did a tighter crop?

As mentioned by @ Daniel, the grass gives a green cast to her skin and cropping just below her hand would be good. In addition, the focus is not sharp on her eyes. With a better focus and the addition of a fill flash to her face, this would be a much better shot. A faster shutter speed would kill some of the background brightness and with the fill flash, the face would be emphasized.
I like how you have the sun as a hair light.

The model should, IMO, be the focus of attention. You could do this by making her slightly brighter than the background as well as greater focus: i.e. wider apertures and flash or a reflector. The sun as a rim light is nice. I'd lose the coat as there's a distracting cord hanging from it.
