I think best is subjective to some degree (judging from the vicious battle going on in a discussion on "Favorite Photos of 2019."). Barring photos with heads missing or clunky compositions... heck, and even those... some photographer will defend as the best.
What I like about 99% of the Fstopper community is the willingness to just move on, silently, if an image doesn't appeal. :)
