Truthfully I have no idea, I had shot this with my smart phone(droid turbo 2). I am just getting started in all of this so I am working on just getting a good image and also working on the editing so by the time I get a good camera I will have my feet wet.
Sorry, can't be of much help on a camera phone. On a DSLR camera, use a tripod, aperture priority at 16 to 22, your lowest iso setting, and it should give a starburst to each of the streetlights which is pretty cool effect.
