Fish in Jar

Hello people.
After walking 2.5 hours on a beach and hoping to take some interesting "winter sea" photo, i've found that strange object. I get closer and saw that "not nice" picture of a fish closed in a jar with water and thrown into the sea... Whats going on with, some, people..
