Thank you Matthew! It's a stacked image of two, one for the sky and one for the rocks and the water. Rocks and water image is a 10 second exposure, F7.1 ISO 100, with a 10 stop ND filter.
The sky image is a 1/250 exposure without the ND. Photo was taken late in the afternoon and I used a 10mm wide angle for this shot combined with a crop camera. ;)
