It might be worth trying to raise the shadows in the foreground just a little more. I think it's just a tad too dark, still. I'm also not 100% sure you need the three lights on the left hand side, since they don't really add anything to the photo. I might even go as far as to crop the left side up to that building, at the very least, and maybe even a tad on the right side of the image to even it out.
There is definitely something to work with here.

Any more shadow detail increases the noise too much as I was shooting at iso 500.
Agree on the crop I did shoot one frame a bit tighter without the lights in the left.
