The bottom one is lighter Joseph. Not so dark on the lower right. More pleasing immediate impact.The top one though has more detail and sharpness in the back ground trees. This is one where I would prefer less blur in the water.
Lol that black slider has no place to go it's all the way over ....when u originally captured this all my settings were off I was just trying to save the image as best I could

Love the second. I would only comment that the long shutter is a bit too long, i like long shutters but sometimes more texture (a bit quicker shutter speed is better). I did what u did a lot and r trying to dial back on that and keep that effect for swirling water. Did u use a polarizer for the glare?
lol I'm addicted ...my wife told me last night it looks stupid stop doing that lol. i just recently found out through Thomas Heaton that you actually need to twist the polarizer to get the desired look...i had no idea now i do and i am working a bit better with it. thanks Loretta!!
I'd say any way you slice it number one is underexposed. In fact I think the right hand side is simply too dark - I'd crop it off. As Geoff says some sharpness has been sacrificed in the background by lightening it up, but it's a compromise and number two is still better.
haha i took out the background on purpose i used gaussian blur ...i should probably stop using it. yes this was one of my first outings and i had just received my 6stop nd filter and of course i wanted to play with my new shiny toy so the result was certainly under par but I'm a work in progress
I really wouldn't spend another minute on this picture Joseph, you have better shots to use for your post processing attempts. That image that I gave you 3 stars for can be awesome given proper treatment. Send me the RAW file and I'll demonstrate it to you.

Bottom one is better, but the left side is a bit light. If you pull down the black slider in lightroom it might be better.
