Vertical has more tension and the boats make a great foreground. However, I feel like you cropped out the main subject (which at least for me was the arch of the bridge).

I like the vertical Tall buildings and vertical go nicely together.

Vert as well. For me, the boats in the horizontal look almost accidental and unbalanced.
In either, I recommend cropping some sky.
