Not so much that there are so many, but that the flakes nearest the camera don't have any motion blur to sell the effect. I can see some blur in the moving water, so snowflakes that are mere inches from the camera should have quite a bit of blur. (Unless you use a flash which will freeze the motion of the snowflakes that are within range of the flash, but I would suggest NEVER using a flash for a landscape photo.)
