I am glad I enlarged it. I thought the birds (seagulls?) were spots on the lens. I think, because the birds are so very small they distract rather than add to the image.
This is just the opinion of a hobbyist photographer, not a professional.
I like the sense of B/W the fog gives the image and the stark contrast to the railroad signals.
