This is a small waterfall, human made, and over there is a bridge that with this angle of view makes a frame for the waterfall.

To me the bridge frames the hillside and takes away from the waterfall. The dam is not on a level horizon. If the horizon was level and photo cropped at the top of dam then emphasis would shift to the waterfall and foreground. Just my thought.
