I think you do black and white right. By that I mean your photos aren't just a desaturated color photo but you intentionally plan for black and white by upping the contrast beyond what anyone would do on color. This is a good photo with lovely lights. The only reason it's not a 4 for me is because the bridge runs off the image, which to me is a little unnatural.
