This one looks tricky to color tone. It looks like it was shot during golden hour, which if true, is adding to both reds and oranges in your saturation and luminance. My best guess is that masking out the bottom of the composition and and toning that separately from the orange bricks and blue lights in the middle portion of the composition may yield some better results.
The reds seem a bit over saturated to me and may be to be effecting the overall dynamic range of the composition.
