I feel this compositionally is the better of the two. I find the thin sliver of skyline much more pleasing and natural looking than the overall balance of the similar image.

Panorama should only be limited to the imagination of the photographer. In this image you might try either two vertical frames or three horizontal frames stacked vertically, personally I feel the second option make the most sense proportionally to your single frame image.
