I think this could be interesting given a few tweaks.

Elements remind of "urban decay" and I might try to play upon that feeling by cropping out everything except the railing and some of the stairs to make it look like the water is encroaching the interior of an abandoned building.

I would also like to see a different angle that shows the sky above the top of the stairs with (hopefully) walls of water falling on the left and right.

I didn't think of a tighter shot, wish I did. I agree with the other ideas, just the area, sadly, didn't have those!
