this is a slow shutter speed shot, not a long exposure.
While I get what you are saying, I don't think that you are technically correct, because long exposure is defined as; "Long-exposure, time-exposure, or slow-shutter photography involves using a long-duration shutter speed to sharply capture the stationary elements of images while blurring, smearing, or obscuring the moving elements. Long-exposure photography captures one element that conventional photography does not: an extended period of time."
But obviously in this case the 'moving object' isn't blurred, but by panning with the horse the background has now become the moving object.
