I shot this image using a new 10-stop ND filter I bought, but it was quite a cheap item and I had no idea it would have such a severe color cast. I also used a tobacco-toned ND grad filter. The color cast from the 10-stop shifted colors towards blue and magenta, the tobacco-toned filter brought these colors to a more reddish tone from a more yellowish tone. So this was quite accidental but I think it turned it nice since it gives this dreamy look. The purples and blues, in my opinion, are more realistic than when people try to achieve this look using software. My opinion of course, but the colors don't have that "crunchy" look to them and are not over-saturated.
