Thank you. For me the entirity of the mood comes from the huge area of black rain cloud. It seems to me that the dark rain cloud is more dramatic because it has so much hight. So for me the original framing, uncropped, is the better version.
OK, Whilst I love the cinema aspect ratio 2.39-1 and I hear what you all say I think it will, on balance, work out better as is but I will make a widescreen version for you all. Let me know your thoughts.

I prefer the crop, it implies the darkness above it, i think showing the darkness somehow detracts from it.
I would also like to see an edited version with the white balance really blue to look more "Blade Runnery" and 80's, more like rain than sunset
I have just played with the image as you suggest but there is no blue in the highlights so loosing the naturally ocuring red/yellow results in a white highlight with strange crossed curves around the edges in the falling rain mid tones. It look terrible unfortunately.
It was this exact landscape that inspired Blade Runner's aesthetic, but not perhaps on the evening I was there, this week.
The shot was taken from the south east side of the River Tees estuary, the South Gare, but the subject is the petrochemical complex on the other side of the Tees, know as Seal Sands. Ridley Scott was born and brought up just about 35 miles away in Tyneside.
To put you in the picture, there is no Photoshopping appled to this image. I do use Photoshop and Lightroom but no editng this time.
I'm a sucker for pictures like these so I don't know how much help I will be. Maybe crop the top slightly but other than that, I wouldn't touch it.
Like the general aspect of this photo :) Maybe i'll crop it another way with less black in top. By the way i like the mood :)

Maybe a panoramic crop ratio might benefit the image more (2-2.5:1)?

The dark part on the picture is uneccesarily too much, because nothing in it. More crop from the top would have help eliminate that
