Come rain or shine, there are still a lot of Dutch people who comply with the unwritten law of being a citizen of the country where EVERYBODY rides their bike everywhere. This lady was probably gathering up the courage to ride back home while enjoying a hot chocolate with whipped cream. Her "iron horse" patiently freezing outside.
