I'd assume you were photographing the surfer, not the sky. You should try go make your subject the brightest part in the image. At the moment the antention in the image is going to the sky. You could fix this by shooting a double exposure and combining them in photoshop. (Like an HDR, You take a shot of your surfer and then one of the sky, and then manually combine them in photoshop so it looks natural)
