Snow is coconut shredded and falling snow is added in Photoshop

It looks very realistic. I found some free Photoshop snow actions over at Gavin Hoey' s web site. If interested you can google him and check them out.
Ha! That’s exactly the action I have. To speed up the process I ran the action on a black layer background, then saved as jpeg. Ent time I need it I go to photoshop, go to edit, place embaded, open the snow layer and change bland mode to screen

Pretty funny. I like your idea of creating a JPEG from the action and changing the blend mode.
