I like the concept of this shot. The depth of field is a little shallow for me, the tail feathers are not in focus (minor issue) I like the background being out of focus. It creates a little mystery as to where the picture was taken.
I would say that this is a two-star, bordering on a Three-Star image is the subject. The beak of the bird looks dirty and well worn. Perhaps a clean up in photoshop would make a difference.
To have this image be a high three or four-star image the bird has to be amazing or a rare bird.
I love the detail in the eyes, head, and beak.
There are some towers or something in the background just to the right of the center of the image. I would also consider removing those in post as they are a little distracting. Also minor suggestions.
