I rated 2 stars because when it comes to street photography I'm much more interested in how the people interact with the background, or between themselves, or with themselves. Or just interesting situations. I wouldn't rate this a snapshot since you saw something you liked and stopped to take this picture, it's not coincidential or random. I like the composition and post process, and I think you definitely have something good and interesting going on here, just lacks some human element to it, so keep it up! Just an opinion.
