Backlight with the sun, with light reflecting off of concrete buildings around us.
Masking, and some brightness and contrast adjustments were used to tame the light. As well as some de saturation of distracting colors in the background.
Doesn't take much with a hottie like her.

Unfortunately I think that there is more about the background than just the colors that distracts from the subject here. I think I different location and maybe a couple small tweaks to the pose would really elevate what you started to build here!

I agree with Bryan. Maybe the same location, but a shallower depth of field could use the colors on the background to complement her dress. Maybe taking the shot from a lower angle could've also given more emphasis on the clear sky in the background
