This photo was taken during a winter trip to Russia in 2020, near Saint Petersburg. It's called Lakhta Center (462 metres / 1,516 ft tall) and back then it was under construction. This upside down photo really gave me the impression of a futuristic massive skycraper poking through the clouds.
