The image was taken hand held with high ISO and relatively long exposure. Post processing was done in Lightroom, including some noise reduction.
HMS Belfast is moored on the Thames as a museum ship. She is a Town class light cruiser commissioned in August 1939. She saw action as an escort for the Arctic Convoys and took part in Operation Overlord supporting the D Day landings. She was later deployed to the Far East and joined the British Pacific Fleet in the war against Japan. She also served during the Korean War. From this angle she looks as though she is about to fire on the City of London.
