A combination of early dusk and night bracketed raw exposures to recover highlights and shadows, using luminosity masks straight onto pixel layers, and employing 'hand blending' as opposed to HDR software were used. Also light painting in some darker areas where used on shrubbery in the middle of the image.
The result is a highly detailed, high dynamic range base to work on, it had no adjustments at all from either Lightroom or Photoshop at this stage other than white balance corrections as well as lens corrections in Lightroom. This base is then worked on with color and contrast adjustment layers, again with the use of luminosity masks to guide these selections as well as cleaning up, etc.
