Richmond, Virginia built a floodwall along the James River to protect businesses on the north and south sides of the river. It was completed in 1995 and Mother Nature tested it twice the following year. Once after the melt of the blizzard of 96, a day of 5 inches of rain caused the James River to swell 22 feet. Secondly, Hurricane Fran caused the river to rise to over 23 feet. Flood stage is 9 feet. The wall at its highest is 25 feet. Nonetheless, it makes for Richmond's iconic skyline.
