My guess the dumpster had a tiny whole for heat to escape in the lid causing it to blow water up and froze over night.

So that's just naturally occuring ice? WOW! Really cool! I'm not sure how you might do this, and I don't know if it would be better or worse so this is just something to think about, not really advice, but I had no idea that was ice - it looks like a rough iron arrowhead. If it was backlit, or at least you controlled the direct front light, it would probably be more naturally apparently ice which, depending on your goals, might be better. But extremely cool subject and I'm really glad you posted it!
