This is Drag the Shutter technique. The models is lit by a 1 x 4 soft box on a Profoto B10. The background is light by a powerful LED with a red gel. The shutter speed is slow so that during the long exposure the background is zoomed and the subject is frozen by the flash. I love the multicolored dress and the movement in the pose.
