When visiting several western US states and their National Parks or other public areas. The majority of these land in these states are federal. Other than National Parks, there are Bureau of Land Management (BLM), National Forests the majority of these lands are lease for multi-use individuals and or companies.
If you venture off the pavement and travel the local dirt roads unusual things like this maybe some of what you may experience.
