The emotion being conveyed here is to me that of someone who is completely spent, it's the brief calm after you've cried your heart out and your body doesn't have anything more to give.
Queen Utica is an extremely talented local drag queen. She created the hat prop as well as the accessories, and did her own makeup.
The portrait uses natural light and was taken just before sunset in an open but shaded area, and using a silver reflector underneath for a bit of subtle fill. Post processing was used to finalize tones and exposure.
