It might seem like a simple idea, but one of the easiest ways to deal with bad or boring light is to exclude more of the sky. Turning your lens downward and using a longer focal length to isolate interesting elements of the scene can yield better photos, and the flat light can provide can actually work to your advantage by providing pleasing illumination for those objects.
