Shutter speed, lens and f-stop? I'm guessing 1/15, 100mm, f8. I could be waaaay off too.
They should have moved the sky background slower than the fence if they wanted to reproduce the motion blur accurately.

This is soooooo Dean Collins! The funny thing is, that Dean would have not used photoshop to remove the bike mounting and add some asphalt. Black/grey foamboard, there you go! :-D
