The idea in this sort of scenario is that you will use both constant lighting and flash and move the camera during a relatively long exposure. This will result in light trails from the continuous lights while freezing the subject crisply with the flash. It takes a little finesse, as you have to address a few concerns such as making sure the continuous light does not fall on the subject heavily and cause them to be blurred when you move the camera, but the results are well worth the effort.
