Clone the wires out of the image and it goes up to a three-star image.
If you do something to make the sky pop a little more, perhaps the dehaze or clarity slider. Also, kill the shadows just a bit on the buildings. Those two things without the wires and this would be a 4-star image for me.
You have a good eye, good composition, and a nice setting, just a little more post-processing.
