A change in framing and perspective would do a lot for you here. Experimenting with shooting through that interesting railing could net you a very interesting shot. This issue with the image as it is is that the top 45% and bottom 15-20% have no visual pull or interest to them.
Focusing the shot on the bottom of the fog and space under it would read much better and be more pleasant to the eye.
