The angle of the buildings is distracting. Because they are not straight means the horizon is off.
I get that it is a jaunty picture but it is off-putting to look at.
If you had moved to your left and got all her hair in the shot that would have been an improvement.
The model is well-shot and has a good amount of separation. Maybe consider doing this in colour.
If you wanted the buildings in the background then consider moving the model 2 steps to the right to get the flow of her hair trail behind her as she is looking directly at the camera, the amount of space in front does not add to the shot.
I do very much like the idea you were going for.
